THE　FIRST　MODEL　HOSPITAL　OF　PUBLIC-PRIVATE　PARTNERSHIP in Taiwan.Tainan Municipal Hospital was projected and established in 1979 by the mayor, Su Nan-Cheng. The groundbreaking was in May, 1980. After completing the outline construction in 1982, the building became isolated due to shortage of funds and other factors. Tainan City Government then tried hard to look for private organizations to take over this hospital, but in vain. Tainan Municipal Hospital was abandoned until Lin Liang-Hwei, the legislator, negotiated with Hwang Ming-Ho, another legislator at that time, to take over this hospital in 1987.Tainan Municipal Hospital, established for eighteen years, is the pioneer of the public owned hospital running by the private in Taiwan. Its establishment was full of difficulties really hard to mention
